Sheena Buffi
Sheena leads the Total Rewards program for the City of Boise and brings more than 18 years of Human Resources experience, specializing in classification and compensation and labor relations. She holds a master’s degree in Human Resources Management, is a Certified Compensation Professional®, and a certified workplace mediator, and is currently completing her Certified Benefits Professional® certification.
Sheena has a strong background in governance and service, having served on multiple boards, including the National Compensation Association of State Governments (NCASG), the West Ada School Board, and her Homeowners Association.

Fabiola Giddings
Fabiola is the Human Resources Manager at Franklin Sensors in Meridian.
Previously, she held a board position
with the Boise Chamber of Commerce.

Gabby Baird
Gabby is a Benefits Specialist at ESI and a graduate of Boise State University. She holds her SHRM-CP certification. Formerly, she served on the board for the Human Resources Association at Boise State University.

Treasurer
Sarah Probasco
Sarah is the Director of Compensation and Benefits for the Treasure Valley YMCA, where she has been since 2023. Prior to her current role, she worked as the Benefits, Payroll, and HRIS Manager for Scentsy for almost twelve years.

Communications Chair
Alexandra Wiley
Alex is a Compensation Manager at St. Luke’s Health System and brings over 15 years of HR experience specializing in total rewards. She holds a master’s degree in Strategic Human Resources Management, is a Certified Compensation Professional®.

Secretary
Bosco Baldwin
Bosco is currently the HR Manager for Wasco Switches and Sensors. He has more than 25 years in HR as well as 10 years in operational leadership roles. He currently holds his SPHR and SHRM-SCP certifications.

Eric Foster
Eric is a Senior Principal within Mercer’s Health Practice, with more than 18 years of consulting experience along with 4+ years as the Head of Benefits for Lowe’s and Albertsons. He has a Master’s Degree in Business Administration, along with the Senior Professional in Human Resources and Certified Employee Benefits Specialist designations.

Jennifer Pike
Jennifer is a self-proclaimed “benefits nerd” and serves as a Senior Benefits Consultant with Ada County. She previously spent over a decade as Administrator of the State of Idaho’s Office of Group Insurance. She is a graduate of Boise State University and serves as Vice Chair of the Employer Health Coalition of Idaho and a board member of State of Idaho’s Certified Public Manager (CPM) Program.
