Sheena leads the total rewards program at the City of Boise, and has 15+ years in HR specializing in class & comp and labor relations. She holds a master’s degree in Human Resources Management, is a Certified Compensation Professional®, and a certified workplace mediator.

Fabiola is the Human Resources Manager at Franklin Sensors in Meridian.
Previously, she held a board position
with the Boise Chamber of Commerce.
2nd Vice President – Membership Chair
Shawn Perla
Shawn is a Senior HR leader at Ashley Manor in Meridian. He has years of experience working in HR and the medical field, including the Idaho Department of Environmental Quality.

Sarah Probasco
Sarah is the Director of Compensation and Benefits for the Treasure Valley YMCA, where she has been since 2023. Prior to her current role, she worked as the Benefits, Payroll, and HRIS Manager for Scentsy for almost twelve years.
Communications Chair
Pamela Ellsworth
Pamela is Founder and Principal Consultant of Eagle Mountain HR, a local HR consulting & coaching firm. She has several years of experience in Human Resources for local government sector, for-profit, and non-profit companies.
Secretary
Bosco Baldwin
Bosco has served as the Compensation & Benefits Manager for Canyon County, and worked with the Idaho Department of Labor. Bosco was also the President of Anchorage SHRM.

Eric is the Senior Health and Benefits Consultant at Mercer. Past positions included Director of Benefits for Lowes and Albertsons.

Caryn Dannenbaum Zufall
Caryn is our first official Ambassador.
She joined us in January 2025 and is excited to help advance SICBA’s mission. Caryn works as a Compensation Analyst for the City of Boise.
